The Department of Public Works and Highways (DPWH) has an Engineer's Office that helps to ensure that the planning and design of all DPWH projects are done in accordance with the national engineering standards. A variety of services, including site surveys, construction materials testing, preparation of specifications and bidding documents, storehouse supervision and storehouse control are also provided. Each DPWH area office maintains a list of its registered engineers who can be contacted for advice or assistance on DPWH project matters. It will also provide an estimate of the quantities and weights of materials needed. DPWH Materials Engineer Blue Book provides the DPWH design staff with the materials and corresponding unit costs for all types of construction works to be constructed by DPWH projects. Complete design data for each item is provided to guide the engineer/architect in preparing the specificaion and bidding documents for a proposed project. The New 'Materials Engineer Blue Book' was released on June 23, 2015 at the Maribago Plaza Hotel, Davao City. The new book aims to reduce the cost of construction materials and supplies through a more precise budgeting system using the Total Cost of Ownership (TCO) approach. It is a tool or a reference for engineers in implementing their TCO during project submission and coordination with the procurement office. The book provides the following information: In September 2018, DPWH Secretary Mark Villar Ponce, Jr. said that there will be no Department Vehicles (DVs) for personnel in Cavite; Bulacan; Batangas; Laguna; Camarines Sur; Camarines Norte, Camarines Sur; Nueva Ecija and Zambales. Instead, the DPWH will allocate a budget for their transportation. Villar said that the decision has been approved by President Rodrigo Duterte. He added that instead of DVs, officials will be allowed to use their own vehicles. "Ginagawa ko na lang ang trabaho ko.
